Who owns the code and the hosting when the project ends?
You should, and it should be in writing before work starts. Ask whose name the repository, hosting account and domain registrar sit in. If the answer is the agency, moving to another supplier later means paying to rebuild rather than paying to transfer. This is the single most expensive thing to get wrong on a web project in the UAE.
How do I check a provider's work before the first call?
Ask for two sites they built in the last twelve months, then run both through Google PageSpeed Insights yourself. It takes two minutes and tells you more than a portfolio page. Look at the mobile score rather than desktop. Anything below 50 on mobile means performance was not part of the brief, whatever the case study says.
What does a business website actually cost in the UAE?
Fixed quotes below roughly AED 8,000 almost always mean a purchased template with your logo on it. That can be the right choice for a small company, but you should know that is what you are buying. Custom design and build work in the UAE typically starts around AED 15,000 and rises with the number of unique page templates, not the number of pages.
What should the support agreement say?
It should define what counts as a bug fix and what counts as a billable change request, because that boundary is where most post-launch disputes happen. Get the response time, the coverage window and the monthly cost in writing. A warranty period covering defects in their own build is normal and should not be an extra.
