Ask three UAE providers to quote a WhatsApp Business API setup and you can get three numbers that look unrelated. That is usually not a sign that two of them are overcharging. It is a sign that a WhatsApp quote contains three separate costs, and most quotes only make one of them visible.
This guide sets out what sits in each layer, what the numbers actually are in this market as of mid 2026, and the questions that put two quotes on the same footing. It does not recommend a provider. Use the directory for that.
The three costs inside one number
Every WhatsApp Business API engagement bills across three layers, and only the middle one is genuinely fixed.
- Meta’s message charges. Paid to Meta, per template message delivered. Varies by message category and by where the recipient is.
- The platform subscription. Paid to a business solution provider such as BotSpace, WATI or Respond.io. Fixed monthly, banded by contacts or seats.
- Build and integration. Paid to whoever implements it. One off: Meta business verification, connecting the platform to your CRM, writing templates and getting them approved, and designing the flows.
A quote presented as a single monthly figure has either folded Meta’s charges into a markup or omitted them. Both are common, and they produce very different bills once volume arrives.
Layer one: what Meta charges
Until 1 July 2025, Meta billed per 24-hour conversation window. Utility templates moved earlier, on 1 April 2025. Since then, billing is per template message delivered, so each message that lands is its own charge.
This is a useful way to date a proposal without asking. If the pricing is expressed in conversations rather than messages, it was written against a model Meta has retired.
Meta’s published UAE list rates:
- Marketing — USD 0.0499, about AED 0.18. Offers, campaigns, re-engagement.
- Utility — USD 0.0157, about AED 0.058. Order updates, reminders, receipts.
- Authentication — USD 0.0157, about AED 0.058. One-time passcodes.
- Service — free. Your replies inside a 24-hour window the customer opened.
Marketing costs roughly three times utility for an identical delivered message. Utility and authentication rates fall at volume, to around USD 0.0149 above 300,000 messages a month, which is not a lever for most businesses.
One point worth settling early, because it changes plans: Meta bills on the recipient’s country, not on where your business number is registered. A UAE number messaging a customer in Germany is charged at the German rate. Registering a number in a cheaper market does not reduce anything.
Layer two: the provider markup question
Providers handle Meta’s fee in genuinely different ways, and this is the single question that makes two quotes comparable.
- Some pass Meta’s per-message cost through untouched and make their margin on the subscription.
- Some build a markup of roughly 10 to 20 percent into the rate they quote you.
- Some add a flat per-message fee, commonly around USD 0.005, on top of Meta’s rate.
For a typical UAE SME, the subscription itself lands between AED 150 and 600 a month. Published list pricing at the time of writing runs from free single-seat tiers up to several thousand US dollars a month at very large contact counts.
Layer three: the build
This is the number that decides whether a project is worth doing, and it is the layer where UAE quotes vary most. Indicative bands in this market:
- Simple — roughly AED 2,600 to 5,200. Enquiry intake into a CRM, auto-replies, one shared inbox.
- Moderate — roughly AED 5,200 to 13,000. Multi-step qualification, routing rules, an approved template set, two-way CRM sync.
- Complex — AED 13,000 and up. AI handling first-line questions, several departments, custom logic against your own systems.
What moves this is rarely WhatsApp itself. It is whatever WhatsApp has to connect to. A flow that drops every enquiry into one inbox is a small job. A flow that reads live availability or writes back to an ERP is software, and should be quoted as software.
Five questions to ask every provider
- Does your quoted per-message rate include Meta’s fee, or sit on top of it?
- Which category will each of my flows send under, and who configures that?
- Is the CRM sync one-way or two-way, and which system owns the contact record?
- What happens to my number and my approved templates if I leave you?
- What does the monthly cost look like at my volume in twelve months, not today?
A provider who answers those five in writing is quoting something you can check. A provider who cannot is quoting a number.

Message rates are Meta’s published WhatsApp Business Platform pricing for the UAE as of mid 2026, and Meta revises them. Subscription figures are public list pricing from the named platforms at the time of writing. The build bands are drawn from quoted ranges in this market and are indicative, not a rate card.
